How are you handling accurate part counts for various types of packaging (bulk & layer pack)?

We normally use a weigh scale to verify counts.

In my experience weigh counting is a problem and 100% accuracy is rarely easy to achieve. We have one product that has to have an exact count and weigh scales just aren't accurate enough so we stack the part in stacks of 10 and manually count like counting pennies. Issues include variation in tare weight of carton, multi-cavity part weight variation, shot to shot part weight, runner and flash trimming variation, static electricity, etc. Most scales that you would think would be accurate are not rugged enough for manufacturing environment or capable of 25 Lb. typical carton weight. A lot of counting scales will say they are not valid for commerce. We usually add 0.5% to 1% to avoid complaints. I'd like to know if someone has found a good reliable solution.
